      Relocating port operations and may be a strategy to improve port business resilience. To do this, a less vulnerable location must be identified. Constraints that must be considered are:

      - Surge elevation in relation to land elevation
      - Available land space
      - Available water space
      - Access to 40ft navigation channel
      - Access to rail and major interstate
      - Amount of berthing space
