Buildings are first and foremost meant to serve in favor of people. Architecture is a public object meaning that there is no free choice as to whether the public may or may not observe it. The architect does not create their own public so the design has to be appealing to the public at large. In order to measure ?character as a public object? criterion survey the general public by showing them the proposed design alternatives and asking which design they prefer.

Even the aesthetic in a work of architecture is simply to ?look right? in its context. Vernacular architecture tends to evolve over time to reflect the environmental, cultural, technological, and historical context in which it exists. To quantify his criteria compare its size and physical attributes to the size and physical attributes (material, mass, proportion, line, etc) of other buildings nearby. If the structure compares favorable to these, then the building should be evaluated positively.
